The Keep East Point Beautiful, Inc. Board of Directors is a 7- member volunteer board devoted to the implementation and maintenance of the Keep America Beautiful system via sustained litter reduction, public awareness and educational programs, enhancement of environmental quality and conservation of resources through recycling.
KEPB is a regional affiliate as a certified member of Keep America Beautiful. Additionally, the KEPB Board will have two seats for representatives from the City of East Point and surrounding areas. The board will have no more than a total of 13 seats. Each representative will serve as a board member for a one-year term, which may be renewed on a continual basis and will have full voting rights. This representative will serve on the Board of Directors for KEPB.

Frances Kennedy, Executive Director
Frances Kennedy has been the director of Keep East Point Beautiful for over 12 years. She holds degrees in Biology, Chemistry and Mathematics for Alabama State University. Certification as Executive Director form the California Black Executives Association. She has work in the environmental field for the past 40 years in government, private industry and non-profit. She has served on numerous boards both civic and professional. She is a Rotarian and Delta Sigma Theta serving presidential terms during her active engagements. Additional, she has served on several boards: the East Provence of the Passionist Order, Keep Georgia Beautiful, KGBeda Executive Directors, Georgia Recycling Coalition (founding member) and National recycling Coalition, 2 term president 5 years.
Frances immediately embraced and supported the four goals of Keep East Point Beautiful, which are beautification, litter prevention, waste reduction/recycling, and water education. By build strong community involvement, she makes a great effort to promote community service to the students in the local elementary, middle, and high schools. She has also encouraged college participation, by hosting Interns interest in environmental programs.
Frances has given much of her time to Keep East Point Beautiful, she has also given back to the community in other ways. She has been a devoted member of St. Paul of the Cross Catholic Church for over forty years. Frequently, she shares voice during Sunday Mass as a cantor and as a dedicated member of her church choir. She’s served as Director of the Youth Choir, overseen the Liturgy Committee, and supports all church activities. Additionally, she puts her creative cooking skills to use by preparing meals as Chef at St. Paul of the Cross for 15 years, and chef for special church functions and visiting dignitaries from various countries. In addition to her unwavering commitment to her community and church, she has a very big heart and an unselfish attitude.
Anthony (Tony) Fontana, Chairman, Keep East Point Beautiful
Tony has been a part of the East Point Community since 1997. His first KEPB project was re-roofing the gazebo at The Rose Garden. Since then he has championed numerous projects and initiatives throughout the City. One of his favorites is A Children’s Water Festival; helping 4th Graders learn all about water and its conservation. Tony has been blessed with the desire to serve others and always shows up with his smile and personal work gloves. He has over 35 years in the construction and home building professions. He holds a Bachelor’s Degree in Architecture from the University of Wisconsin-Milwaukee, and a Master’s Degree in Systems Management from the University of Southern California. Tony is also a Veteran of the United States Air force where he served as a Captain in the Civil Engineering and Environmental career fields.
Shelbia King, Board Member
A native of East Point, Georgia where she graduated from Westlake High School. She is a proud graduate of Alabama A&M University, where she received her B.S. Degree in Computer Information Systems. For the past 20 years, Shelbia has worked in the technology sector as a business consultant and technical manager. She has been a Certified Business Analyst Professional (CBAP) for the last 3 years.
For over 15 years, Shelbia has served as a board member at the local and national levels. She continuously works work with foundations, and nonprofit organizations to bring new ideas and more resources to the community.
Shelbia is a member of various professional and community organizations including Alpha Kappa Alpha Sorority, Inc., Alabama A&M University Alumni Association, Inc., and the International Institute for Business Analysis (IIBA).
Shelbia and her husband chose to make their home in East Point, being drawn to its’ diversity and strong community. Shelbia captured a passion for volunteering at a young age, and her enthusiasm for service ultimately led to join the board of Keep East Point Beautiful.
